Void Dash Disables Octavia's Skills during Isolation Vault Mission

I don't know whether this is a bug.

At the beginning of the Isolation Mission, the operation got unable to use VOID DASH sometimes, and in Isolation Vault where the player fights the Necramechs, the void dash got completely disabled, which makes me so confused.
