TARGETED ABILITIES: Maybe I'm not understanding something...

I'm not sure if this should be under Bugs or Feedback, so General is probably the safest place in the meantime for this old issue that's just getting more annoying.

I know what the title says -- the issue is targeted abilities in general, and Mag's is just the best example I can use. That said, when I use Mag's bubble on a target, I mean to bubble that target because I usually need it contained IMMEDIATELY. (This is usually with, but not limited to, Nox/Bombard.) So understand that I am very annoyed when I aim at a target to isolate it, have it dead in my sights...and the bubble gets cast on something OTHER than what I am aiming at. Best case is it's a simple waste of energy and maybe time; worst case, this'll have consequences -- usual case would be that the target I intended to put in timeout instead takes me out of the fight.

If I try to cast a targeted ability in the open, I'm told that I'm "not [aiming at] a valid target". Ergo, my understanding is the target MUST be sitting squarely under the dot. Gotta be an enemy -- not an ally (unless it's irradiated), an enemy. Stuff inside the screen but not the reticle would be "looking in the general direction", not aiming. So please explain what the hek is supposed to be the case and what is happening there.
