Scintillant Confusion

After the most recent hotfix, 29.0.4, I still see and hear a lot of confusion around Scintillants, and I myself am confused. The biggest question still surrounding them is this: Are there conditions to them spawning in the vaults? I've seen proof that they can be found before killing the Nechramech, but does killing the Nechramech despawn them? Does opening the vault despawn them? The lack of transparency here is leading to a lot of confusion and I'd love to see it cleared up, even if only a little.
