Help me inprove my octavia build. I have no primed mods. YET.

Build for what purpose? 

I usually build her for range. As bigger as u can. 

U dont even need vitality or anything if the enemy can see u all mission.

You want to build for range.  You can use Narrow Minded - duration is useful -  but you want to combine that with Overextended for Octavia.  Drop Vitality, as being invisible all the time makes for good health.  For your current polarity situation, I would replace Narrow Minded with Overextended, and Vitality with Continuity.  Not a huge fan of Partitioned Mallet, replace that with Augur Reach.  Finally, replace Thief's Wit with Cunning Drift.  Thief's Wit is useful for missions where you are looking for faction emblems or caches, but for general use don't bother, just use Animal Instinct on a companion.  Regular Intensify is better than a Rank 5 Umbral Intensify.
