Katinka
Looks like that one's sitting just outside the entrance to the Necralisk. A squad-mate probably put it there so they can easily find their way back in. They carry over from mission to mission and you can see the ones belonging to squad-mates so playing with randoms will mean random Loc-Pins based on what they find importnat. I've personally put one at each of the 3 points where Mother grants Isolation Vault bounties to make them easier to find. Over in Orb Vallis I used them to mark spawn points for Toroids in caves to make it easier to fly round and hunt for them, and also the entrance to the Deck 12. Riger82
Can you switch them to always show like the Fortuna and Cetus ones do? I only seem to be able to see my loc-pins when I open my map completely.

Walk up to the pin and interact with it ('x' by default) to bring up a menu that lets you name it, change the icon, change the colour of the icon, and toggle if it always shows or not.
