Helmith Ability Nerf - Bug or Working as Intended?

So testing out the nerfs to Valkyr Warcry and Rhino Roar, it seems that the nerf was much bigger than just lowering the base ability value by 20% (to 30% base).  This change also affected how much power strength affects the ability, since the calculation before seems to be Value = Base Value * Modded power strength * 0.5.  So now with, as an example, 200% power strength, Warcry only gives 60% attack speed, versus if the nerf was meant to only affect the base value, that should be 80%.  So just trying to figure out if this is a bug or intended.

Agreed.  I was just curious since in the language they said that they were only decreasing base value, so I wasn't sure if the calculation would still use the old value or not.
