I have maxed all of them before If you reach a Rank Up point that you already paid for previously, it'll be free (just needs manual confirmation). Is there any chance you're maybe talking about climbing out of the negative Ranks, for Syndicates that you didn't previously had go negative, and thus are hitting those Rank Ups for the first time?
