Why are Avicaias Still stuck in Cerebrum Magna Pustules?

Every time I spawn there is a Hunt Mission for an Avicaia in the South-East. Wondering why it's almost always stuck within the mass that pulsates above the electric cavern... where the PILE OF BONES/CALL CENTRE is located.

9/10 times I load into cambrian drift there is only one avichia hunting point and it's the one near the cerebrum, and 9/10 times I use that hunting spot the damn thing spawns inside of it and is uncapturable. Avicia are already the hardest animal to catch due to their size and flight, This on top of it is making me hate conservation more than I already do. 90% of my dislike of conservation is how damn buggy it is. The grind or the bugginess individually wouldn't be bad. But combined they're unbearable. and this is likely gonna be another on the massive pile of problems DE ignores.
