According to the wiki it said empower is not affected by strength which means if you are running a speedva you could easily switch to a slowva using empower. This probably only be useful in bounties or if you too lazy to make or switch to another build

its another option, just like Energy Conversion  and Growing Power mod, in fact, you can try use both for highest swap (from 40% to 165% mid-mission)

if you don't like Enpower, but wants to use her high duration build, then use Dispensary, toxin Elemental Ward or something else
hell, we have 40+ options to pick and that one isn't as bad as you may think
