Ability effect options based on skins owned

With all the different ability effects in play now, I feel that it would be good to implement an option to choose your ability's appearance from the skins you own. An example of this would be Rhino's Iron Skin having the solid metal plating on Rhino Prime and the Galatine skin using more of a "glow" effect. This would add even more frame customization without really adding anything besides the functionality and UI element. It adds more value to the skins and more agency to the player.
