I started off with Arbiters, Suda, and marijuana’s. Now I’ve gotten red vile. How would I go about getting new Loka and Perrin?

If you want to keep Steel Meridian and Red Veil, wear a New Loka sigil (available from their representative on a relay).  It'll give you Perrin Sequence Standing as well at half rate but cost you Steel Meridian at half rate, and Cephalon Suda at full rate.  When Steel Meridian starts to get low switch to wearing a Red Veil Sigil to regain Steel Meridian (at the cost of Arbiters and more Suda).  I use different cosmetic loadouts to switch with a single click instead of having to go into the Sigil list and find the right one each time.  Keep a balance between Loka and Veil and you can maintain 4 Syndicates.

im exiled they won’t let me get their sigil

You should still be able to get the first sigil off them.  If they aren't offering to let you join then check that you don't already have their first sigil and if you don't try contacting support.
