Syndicate Disruption no enemies spawn on New corpus Tileset

So I have a disruption for New Loka syndicate on Phobos and twice now I get a welcome party of about 10 enemies and that’s it. No enemies and Lil Duck just telling me to empty pockets on a crewless ship. Please look into that. Hard to do nightwave challenge......
