Well for a mastery rank of 12, it is a bad weapon. A status burst rifle is a bad idea ... But with a riven disposition of 5 and a good riven maybe you could do something with it. Assuming you like burst rifles. If you need a burst rifle, go for Dex Sybaris (mastery 7) or Sybaris prime with nearly the same disposition and mastery rank.
