Frost Rework

Hi All

So Forst is one of them frames that hasn't seen the light of day for a very long time, The small Cold implemented changes are welcome but he needs more attention. I want him to be a powerful frame with an unique kit, please consider these ideas

Frost Base Stats changes;
100   --> 400 Health
175   --> 525 Shields
300 --> 450 Armor
100 --> 250 Energy
0.95 --> 1.0 Sprint Speed

PASSIVE
Freeze & Shatter: A frozen foe is a conquered foe. Control the battle by immobilizing enemies in Solid Ice.
Freeze: When a foe is frozen in ice they become unable to move and have 50% damage vulnerability.
Shatter: When a Frozen foe is killed, hail of icy razors erupts from them, damaging those unlucky enough to be near.

Glacial Wave: Sends a wave of razor sharp, crystallized ice toward an enemy, dealing heavy damage. Hold to cast a Icicle Spear that freezes targets in their tracks, each cast leaves a trail of frozen ground after casting, slowing down enemies that walk over it.
⦁    Frost sends forth a wave of ice shards that deals 300 / 445 / 565 / 700 Cold damage with a 100% status chance to all targets in its area of effect. The wave has an initial width of 1 / 1.5 / 3 / 3.5 meters, disperses at a 30 / 35 / 40 / 45° angle, and travels over a distance of 10 / 12 / 17 / 20 meters.
⦁    Frost launches an icy projectile in the direction of the reticle, traveling until it reaches an enemy or a surface. The projectile deals 150 / 225 / 275 / 350 Cold damage to an enemy if hit directly and freezes them in place for 5 / 7 / 12 / 15 seconds. Inflicts 50 / 100 / 125 / 150 Cold damage with a 100% status chance to all enemies within a radius of 150 meters from the impact point.
⦁    Damage is affected by Ability Strength.
⦁    Freeze duration is affected by Ability Duration.
⦁    Angle, initial width, and length are affected by Ability Range, and the angle cannot exceed 60° under any circumstances.
⦁    Can be recast while active to send forth new waves.

Stasis Field: Frost deep freezes any vapor and moisture in the area, creating a protective sphere with brief invulnerability to boost its strength. Foes that are trapped inside the sphere are Frozen in place.Foes that enter the Sphere are slowed down until a frozen state.
⦁    Frost creates a protective globe of ice with a diameter of 10 meters, a base health of 3000 / 4000 / 6500 / 8000, and additional health equal to 500% of Frost's base armor bonuses. Upon activation, the globe is invulnerable for 1 / 2 / 3 / 5 seconds. Incoming damage that is absorbed during the invulnerability period is converted into health and added to the globe's health.
⦁    Base health and armor multiplier are affected by Ability Strength.
⦁    Can be re-cast to heal the Sphere and place it in a new location
⦁    Only one Field can be opened at a time.

Fractallized Barrier: Frost coats himself and his allies in protective coating of ice Crystals, Hold to cast out the coat cutting down foes that are hit by the razor crystals, dealing high slash and cold damage.

⦁    Barrier absorbs incoming damage, grants knockdown immunity and protects against Status Effects. The health of the ice coating is dependent on Ability Strength.
⦁    Coating lasts until it is depleted by enemy fire or dispelled by enemy abilities like Nullification fields.
⦁    Ability's radius is effected by Ability Range

Spire Of Ice: Summons a treacherous wave of crystallized ice that instantly freezes and shatters all enemies in its radius.
⦁    Frost summons an Spire of ice around him, striking all surrounding enemies within 8 / 10 / 12 / 15 meters with a 100% Cold status chance. Shortly after, an icy pulse rapidly expands over the area, freezing enemies in place and reducing their current armor by 25 / 30 / 35 / 40% for 5 / 6 / 7 / 8 seconds. When the pulse dissipates, frozen enemies are immediately dealt 800 / 1000 / 1200 / 1500 Cold damage. If an enemy dies from the sheer cold, they violently shatter upon death, dealing 100 / 200 / 300 / 400 Cold damage to enemies in a 3 / 3.5 / 4 / 4.5 meter radius. This effected is dubbed if a Foe is already Frozen before casting Spire of Ice.
⦁    Armor reduction, initial damage and shatter damage are affected by Ability Strength
⦁    Shatter damage diminishes with distance and bypasses obstacles in the environment.
⦁    Freeze duration is affected by Ability Duration.
⦁    Ability radius and shatter radius are affected by Ability Range.
⦁    Status chance is not affected by mods.
⦁    Has a cast time of ~2.4 seconds and a cast delay of ~0.75 seconds.
⦁    The armor reduction persists while the enemy is frozen and can only apply once, it does not stack with subsequent uses.

Hopefully this brings Forst more in line with the others

Base stats, I am confused a bit. I think you are mixing level 30 stats with base stats. Energy will never be 450 at level 30, regardless. That is 50% higher than the current highest frame. Though, I do support his survivability going up a bit. Armor specifically. Shield and HP, not really. 

I do not see much reasons to change his skills 3&4. They work well. Glacial wave is too strong for a skill 1 on a semi starter frame. Yet... does not scale. So not good design for any level. I like the Fractalized Barrier, as a skill 2. You just need to provide reasonable stats.

Eh, I did my best

He just needs a rework, I want him to be more into the whole Ice Thame, like D2 is doing
