Hydroid's tempest barrage ability not showing up in the subsume ability list

I am almost done subsuming all frames but I've noticed that you can't subsume Hydroid, the ability dosen't show up on the list at all. 

Something like Ivara's quiver does work and shows up on the list but Hydroid's tempest barrage is just gone.

Edit: I found out that if you have a frame already subsumed and you make the same frame sit on the chair the ability won't show up on the list so it's not a bug, it's just not very good ui design
