When "Commander"-Tree for Railjack?

Railjack is a fun game mode but very half finished. People run only one mission because the others have the same rewards with a worse investment of time. There is only one enemy faction.  Enemies have been nerfed to the point of being trivial to fight. The mods are not well balanced. I would have loved to see the game idea of people having to work together in space and ground teams with some coordination and communication required. NOT like Scarlet Spear in spring.

Ideas for missions:

Bombing runs across open world maps with players having to avoid AA fire while the crew has to rain havoc down on targets. Doable with the Command intrinsic and an NPC crew, but way better in a premade team.

 

Sporoids - shoot infested matter in space and avoid being hit by debris. If you get hit the ship takes damage or is even boarded by infested.

 

Revenge of Jordas - he is back and mad that you didn't save him. A huge infested capital ship were subsystems have to be disabled before it can be finally brought down.

Gee, it's almost as if the system was in development long before the pandemic... DE even considered having it available at Railjack launch, but then decided Railjack is a group activity so solo players can either wait or join groups. The pandemic is no excuse for us not having something that should have been part of Railjack from the beginning.

The decision to withhold it is not indicative of the state the tree was in. It could have been made at almost any stage of development. It could have been made at the conceptual level (i.e. they decided they were going to have five trees, but decided to make four first for the reasons already stated), halfway through development to reduce the workload to hasten the already long-delayed process, or just before release. If it was the former two, however, then the system is not ready to release, and the Pandemic could realistically have effected it.

Furthermore, it's probable that the intention is to release it alongside a larger Railjack update - which has itself been delayed on account of the Pandemic and the subsequent rescheduling of update order to bring Deimos up. It makes sense to release a major Railjack functionality update alongside a content update, after all, since otherwise it'd beg the question of 'why have you added this when there's nothing in Railjack that justifies its existence?'

In most scenarios, the Pandemic can easily be blamed for the delays.

i have always thought this just because the AI is so woefully incompetent i cant see them actually doing anything useful to begin with, let alone have an entire tree to upgrade

Well commander tree was to help solo in railjack.  With the modifications they made soloing it now ranges from easy to ridiculously easy once you have tether.  In essence they made a commander intrinsic tree unnecessary.

Plus railjack had one of the worst receptions of any update in the history of the game. It's still very rarely used, I wouldn't be surprised if railjack eventually goes the way of raids.

Not only that but currently De's main problem is the quest making since they can't use their studio. And It's hard to do the animation without the mocap.

However Railjack's command tree doesn't need any special gear or whatnot so they clearly just choose not to develop it or they forgot that Railjack exist. 

With Duviri and New war I understand why they struggle but game mechanics shouldn't be problem.
