Warframe textures drop to incredibly low quality when moving, specifically on Deimos

Every time I do parkour, sprint or fly on Deimos, my Warframe's textures are as low quality as they can possibly be, like textures that haven't streamed in yet. The textures break when moving, and stream back in when movement stops. It also affects Archwing model textures.

I'm using Wukong as an example (his deluxe skin is easy to notice texture changes on), but it's happened on every frame I've played on Deimos:

As far as I can tell, this doesn't happen anywhere else. I've tested this with different Warframes, different planets, Cetus and the Orb Vallis. It only seems to happen specifically on Deimos. I don't recall noticing it before the enhanced rendering update, but I'm not super sure. My settings are (almost all) maxed and the same thing occurs on both classic and enhanced rendering, and it's been easy to replicate so I'm pretty sure it's not just a matter of my computer performing poorly.
