Cipher Keys Using Two At A Time

Was playing some event missions, and decided to use some shiny new ciphers since I bought the 10 pack blueprint, and I noticed every time I use one, it eats two. >.> So my shiny new ciphers vanished a lot faster than I was expecting.

It depends on the number of rotating parts, up to 4 blocks its eats only one chiper. I don't know though is it a bug or intended.

From the Wiki:

 

When activating security consoles this will expend up to 2 of them at once, regardless of only clicking the Cipher button once. Since one cipher aligns 4 hexagons, if you don't want to use 2 of them at once, you need to align some hexagons so that you have only 4 or less hexagons left which need to be aligned.
