Weird lighting on character close ups

So there's this weird thing with lighting on certain scenes, I've noticed it during the war within and while talking to Roky from the ventkids.

Here's a timestamp from a recent gameplay of the war within.

And one from Rocky.

It seems to happen with both old and new graphics engines, high and low graphics settings and with lots of different hardware if not all.
