Mesa Prime Shatter Shield not working

When I cast Shatter Shield, I receive no damage reduction buff. The ability countdown timer appears as expected in the bottom right hand corner of the screen (over the relevant ability icon) but no second icon appears near the health bar. And it is clear when comparing her performance with a friends nearly identically-modded Mesa Prime (both have supposed 95% damage reduction on Shatter Shield) that my ability simply does not work as advertised. Please help!
