Not gonna lie, having the mission behind things that take 30 mins or so to complete, having a timed condition built in it for it to even work and having to go through those dozens of times to get the weapons featured there built is likely the dumbest mission design decision I have seen during my 3300+ hours of playing this game. Imagine playing literally 2 days straight, no breaks at all, doing nothing but these missions, not getting the drops AND not even being unlucky at that point. That’s just not reasonable. 
 

Besides the design being dumb there are couple of points. You can’t do this with a P.U.G. Just can’t be done. People will leave after the faults, the host will drop others which seems to reset the mission and if that does not happen and you start the mission the others will go for exit pulling you there with them OR you can drop out of the group, the mission will bug out and and you have wasted your game time.
The solution to this is to make it its own mission you can pick from the Mother. That way people would be there to do the same thing and one could actually get the weapons featured there. 
the other point is that the prerequisite for the mission is stupid. You did that the right way with the Orb Vallis mission progression system. That was good. This thing...well, imagine gaving to go through all the missions to get a chance to slap an orb. Would you like it? Yeah, didn’t think so. The Cleaning mission itself is fun, but the prerequisites make it just pain.

Are you referring to the Arcana bounties?  If so, nowhere do you state that.  Also, DE has already changed how those work and they will no longer require going through the ISO vaults to get to them.  It's in the next update that is out for PC and is already in development for console and should be released soon.

ETA:  Also, what timed condition?  There isn't one for the ISO vaults anymore.
