Increase enemy level cap in Simulacrum

Simulacrum is not appropriate for testing against steel path enemies, in general. Giving us higher level values does not really help anything. If anything we should have a steel path switch for simulacrum so the enemies are steel path variants with the extra health and armor.

Add a Steel Path toggle as suggested above.

Likewise, allow players to scale enemies to level cap if their codex is complete for a given faction. This brings meaning to scanning for the codex and gives players a way to test max level enemies through dedication to unlocking the Simulacrum. Obviously this should not be added unless they first fix the codex that has been neglected so long.

I don't think enemy number matters for such small map. At least not in such small amount.

Yes and no. Yes map is small and many enemies could be bit impractical but on the other side you could test things out better bc usually you are surrounded by more than just 20 enmies especially in SP :)
