If you're looking for something specific you can search for it in the relics console in your orbiter. For instance "Ivara Prime" will yield:

Lith B8
Meso D6
Lith I1
Meso P2
Axi C6

These are the currently available Relics that contain Ivara Prime parts. Now there are more Relics with Ivara prime parts, but they are currently "vaulted". Meaning you cannot obtain them anymore until DE puts them back in the game. Previously obtained relics that are vaulted will remain in your inventory to be used.

If you want to know how to obtain a relic look up the name on the wiki: https://warframe.fandom.com/wiki/Lith_B8 is the Lith B8 relic and the page contains a list of in which mission you can obtain this relic, which "drop rotation" and the % chance  of obtaining this relic.

If you're looking for what rotations mean then look here: https://warframe.fandom.com/wiki/Mission_Rewards. It's a terrible designed system that is far too confusing for new players.

In short. A rotation is a drop table with fixed drops and % chance included of getting these drops. Missions usually have mutlitple drop tables that alternate as the mission progresses and you complete objectives. There are 3 drop tables called A, B and C and most of the times a mission only has rotation "A" or, when it allows for mutiple objective stages it cycles like: A -> A -> B -> C. Meaning you'll get the drop table from rotation A the first two objective stages. For instance, staying in a survival mission for 5 minutes will yield a drop from rotation A. 10 minutes is also a drop from rotation A, then 15 minutes is B, 20 minutes is C and then at 25 minutes it goes back to A and repeats the cycle. Some missions use a different cycle so it's best to understand how it works. Disruption works differently for instance.

How do you get relics you didn't own

From wherever they drop.

If you're talking about Vaulted relics, you can only get them when they are unvaulted.

Check the Warframe wiki for more details.
