The Void Energy Effects on Tempestarii Skin. Can we apply that on other Railjack skins as a Railjack ephemera?

I love the void energy effects on The Tempestarii skin, but I prefer the Sungem Railjack skin more. Can we apply the void effects on other skins as well? Make it an ephemera.

I'd like a version of the Tempestarii skin without the void energy effect so it would kill two birds with one stone if they separated the effect from the skin somehow.
