Augur Accord cancels out another mod?

Messing around while farming Garuda, I noticed that by putting the Carnis set mod I canceled out the shield bonus from Augur Accord. Swapping the mods' positions I found out that the mod in the bottom canceled out the one on the top. I tried putting other mods in the same places, and it seems this only affects Augur Accord. What is going on here? Is it a bug or some weird mechanic?

EDIT: I brought a redirection mod to 7 and replaced augur accord with it, the problem kept occuring. I'm just going to auto-install until I figure this out

Modding inside relays (or anywhere else you can see a great amount of other players), the modding stat screen is buggy right now, mod on your orbiter in space for the accurate stats.
