Necramech on the Plains of Eidolon, bugs or intended - No Ghouls showing up,

I forma's my voidrig.  Wandered around  the plains for a while during the current event thinking I would trigger some ghouls to help me level back up and no ghouls appear.  I got the "My ghouls...  message, but no ghouls.  They had shown up when I was in my warframe earlier.

Shouldn't the necramechs trigger the same ghoul behavior that a warframe would or is it intended you need to keep jumping back into your warframe in ghoul prone areas?
