Remove Volts static discharge limit - really good reasoning

This is a bad limiter and restricts Volt. I believe if it is removed the frame may be more endurance capable or steel path soloing.

If this is not viable for a warframe change then add to the augment "Transistor Shield" the ability to turn it off. As of this point the mod brings nothing to the table because the extra damage gained can be achieved by running.

But with this mod it would turn Volt into a controller. Image electric shields protecting defense targets and allies alike. Then absorbing the kinetic energy from attacks to be redirected into his fourth, a full-powered discharge. He will control the battle and protect his allies.

It would be simular to Equinox, but not as efficient.
