Sortie Excavation - No Power Carriers Spawning for minutes at a time

Title. Todays sortie bugged out. I was playing solo. After 3 excavators, the power carriers essentially stopped spawning. There were like 5-6 minutes with zero power carrier spawns.

Took me twice as long as it should have because there were no power carriers.
