In game texture was low quality for 10-15 seconds. During that time, open ESC menu is impossible. Only after all textures are loaded, framerate returns to normal and you can open the menu. Turns out, my PC was using my CPU instead of GPU when running Warframe. No idea why. I found and changed it in the Geforce control panel. Maybe check for this?
