Parvos' Sisters no longer comment when a hound dies post hotfix 30.5.2

In hotfix 30.5.2, it was suppost to make it so that Parvos' Sister comment on a hounds death only 10% of the time instead of everytime a hound dies. However, it seems that they no longer comment when a hound dies because of this hotfix.
