You could say the same about the others, really. 15% strength is only a smidge more damage, 15% range is maybe like 3-5m more range for most abilities.

15% more duration could be just 3-5 sec, sure, but that 3-5sec matters a lot for certain abilities. 3-5 seconds for Loki's invisibility is 3-5 seconds longer before he has to worry about recasting. 3-5 seconds for Harrow's Thaumaturge means higher energy-cap-per-cast and more use-per-cast. 

12-15% was never anything "big". The thing that MAKES it "big" is that 15% can push you over 300%, which  is where the real minmax peaks.
