Simply doing RJ missions should give you xp to plexus, did you check its rank after playing a RJ mission? Hum, there is nothing to indicate you get any XP for the Railjack unlike all the other kinds of XP that it always shows when you finish a railjack mission. At the very least, there is an inconsistency in the UI in the mission finished screen. Edit: I'm dumb. Didn't realize that Plexus=Railjack...
