Is the AI for enemies activating alarms broken?

Something I've noticed with the AI of the corpus at least is they don't seem to be very keen on setting off the alarms.

I do spy missions a lot to power level things and recently I've had missions where I've been like... a few kills off a weapon going to max rank and I don't want to do another mission when I could just get a few more kills so I try to get the enemies to set off the alarms. Swear to god I've tried with single enemies, groups of enemies and even leaving groups of alerted enemies alone to their own devices. They just seem completely against setting off the alarms.

Most of the time when I try to set the alarms off I'm at the "Get to extraction" phase of the mission, unsure whether that matters.
