Radial Blind/Howl LoS and Capacitance Quesy

On the wiki it said enemies that aware of Excalibur presence can be affected by radial blind/howl even if they are behind an obstacle or out of your LoS for a short period of time. So I wondering in missions where enemies are already/always aware of you like survival will radial blind still be able to get enemies through obstacles even without LoS all the time 

For capacitance does it also factor in damage mitigation or just how much damage you would have done without factoring in enemies’ damage resistance or weakness to electric damage

How the wiki phrases that is just bad.  Basically what it means is if an enemy does have LOS on Excal then loses LOS a moment before casting blind it will still work.  Remember that you aren't just standing still where LOS is a fixed yes or no value.  Both you and the enemy are moving (rapidly) where LOS phases in and out a lot.  The power has to smooth out some of that so it functions less erratically .
