add an option to always show buffs/debuff names with their icons

like the title said, i want an option for the names to always be shown so i know what proced and when, this way of showing the name for a split second is not good enough imo and the icons are not really easy to understand besides the adaptation buffs which are just the damage type icons.

with the new arcane buffs always being active, adaptation procing many times, my kavat's charm and also my teammates applying various buffs it gets really confusing and hard to know what's going on.
