Nova Antimatter Drop Cooldown

tldr: Nova #2 (aug) on Hydron for a relic defense went on cooldown.

 

I was on Nova using anti matter drop with the augment pretty regularly (a cast every few seconds to stay covered under heavy fire) on Hydron for a relic defense and got a 20s? cooldown. No improved casting speed, low str (40% - another 30 from power donation), 190% range. Not level 30 yet, maybe 25 when I started. 

 

I could see this being an anti spam measure, but I wasn't casting as fast as I could and I've never heard of this outside of ESO.

One of the hounds is/was bugged which can cause this.

As iuvenilis stated - this is either an effect from a sister's hound or from a generic bug, hard to pin down without additional details.
