Screen flickering in outdoor areas

I wasn't sure where to put this.

Anyway my game has had an issue lately, mostly in outdoor zones. After an unknown period of time, the skybox (?) will begin to flash very rapidly. While I'm not vulnerable to it (seizure wise), it's still very annoying. I'm not sure what brought it on. I updated my Nvidia drivers only a few days ago, but it still kept happening anyway.

See the yellow tinge in the skybox? It was hard to screenshot it, but that's the flashing that I'm talking about.
