Strange Repetitive Lag Rubber Banding

Since a couple of updates ago I have been having a strange lag issue where every three seconds, the game will freeze for just a brief moment, then rubber-band me forward. It's consistent, it never stops, and it makes it difficult to play the game. This has only been going on for about a month. Before then, my game ran perfectly on my PC. I have done many things to try to fix this to no avail. I've updated my drivers, tried switching my DirectX versions, verified and optimized my game. So far nothing has fixed the issue. I'm hoping that this is a common known issue that has an easy fix., but I haven't been able to find anything on it so far. Any help would be appreciated.
