Enemies under Revenant's Thrall can't generate melee combos nor trigger on hit/on kill effects

I found it when I'm testing my build and notice my melee combo kept dropping despite I'm hitting enemies .

And further testing in the simulacrum show it won't trigger Arcanes like primary Merciless or mods like galvanized mods .

 

It doesn't really feel like a bug , more like a oversight , since they're consider allies .

Also this "bug" seems to have been around for a while base on google result .

 

Further note :

Enemy under Xaku's accuse can generate combo , but can't trigger arcane merciless.

It's weird it works different since these two abilities are similar .
