MODDING screen can't select "duplicates" in "sort by"

On the "MODDING" (press Y for MODS from Upgrade) screen:

Expected behaviour: Press "X" to select the "sort by" then using the D-pad move buttons, press down repeatedly to select "duplicates".

Actual behaviour: The "duplicates" entry in the list is skipped. The cursor instead moves into the mod list below the "sort by" list.

Workaround: Immediately moving the cursor back up will select the "duplicates" entry. Alternatively, using the analog stick to move the cursor also works.
