Because they are substantially lesser existence comparatively. Guns do what melee weapons WISH they could, and only a Loki can make a melee weapon work to true effectiveness. Fun is nice, but when it is a strictly inferior option in every mechanical sense, it's bad design that should probably be addressed. Now, given that Armor 2.0 is "around the corner", and we don't know how melee weapons will stack against the competition afterwards, but if the system doesn't make them significantly better, it might as well be a dedicated Zorencopter slot...
