Vigorous Swap damage bonus no longer applying to select exalted weapons

Title. It seems the removal of the holster speed modifier also made it so exalted weapons do not get the buff anymore when switching to them. Most notable on regulators.

This might be some coding change overall, the Holster Amp mod does not apply the damage bonus to exalted weapons either.
