That's literally how it works now, and the Firestorm/Primed version is used to help mitigate that by increasing the radius of the explosion and therefore giving more enemies the full damage. It's listed on the weapons, it has always worked like that, and AoE guns are still the most viable because if you kill more than 2 enemies at a time with a single shot from your Zarr (easy), you're eventually going to make back more ammo via ammo mutation mods than you spend. Especially in single player where ammo spawns more frequently.

Warframe currently uses linear damage scaling from 100% at point of impact to various percentages of damage at the radius edge. I had various proposals for parabollic damage scaling, but that's neither here nor there.

I believe what the OP wants can be better achieved by Overwatch's approach to AoE damage. Put a portion of overall weapon damage on direct impact and only a portion of it on AoE. While this drastically reduces the crowd-clearing capability of AoE weapons, it does allow them to function as usable single-target weapons for harder targets.
