Considering that the effects might overlap with Arcanes - you could just simplify this to a new Opportunity perk: Decree choices now come with the additional option of 1 random Operator Arcane. (PSN)Vexx757 Posted June 6 Share Posted June 6 The only thing is that decrees already affect the operator, maybe some operator focused on like adding elemental damage and status onto abilities or increasing range of abilitites other than that most decrees affect them anyway.
