Condition Overload ignores base-damage bonuses from evolutions

Almost every incarnon weapon has the same problem whether it's a melee or a gun: Condition Overload and Galvanized Aptitude/Savvy/Shot ignore the base-damage bonus from second evolutions, effectively lowering the total damage. Incidentally, the arcane Longbow Sharpshot has a similar issue with every bow, in that it overlooks the damage buff from Galvanized Aptitude and multiplies only the rest.

It's been a known bug for a long time among the community, even Wikipedia reminds readers of this fact under every page of incarnon weapons. It would be great if this unintended nerf were fixed.

For example, the base damage of Burston Prime's incarnon form is 13 + 42 (second evolution) = 55, but Galvanized Aptitude's damage buff ignores +42, effectively becoming 4.23 times weaker than it should be.
