My account was created back in 2015,I haven't played for a long time but was waiting for this update,but after reading the news that I was supposed to get access got excited,but still no changes,can anyone know what to do?

been playing for 9 years and i still don't have the option to do it yet, can't even trade with other platforms yet because of it.

yes, the computer can’t handle it anymore, I started playing with PS and want to combine

They're doing the process by stages, first one was founders, then PC prime access buyers and console PA buyers may come next. 

The process is currently on hold since DE goes on holidays vacation and would rather avoid having any major issue -which seemed likely- while they're away with nobody around to fix it.

There were also two public windows where everyone could do it. They're dealing with the issues that arose during that before opening it again.
