 I would say 1-2 platinum since i bought a whole lot of t3 exts, t3 defs, t3 mob def for 1 plat each. You can also get free runs from people in the chat often. So I would say they're just a convieniece item if you cant find anyone doing any void runs and you want to do it

Well capture are in demand by a lot of people for Ember Prime so it's a case of supply and demand. Demand is high at the moment so the cost goes up. If you can get them for 1-2 plat though that's a steal.
