Back in the day when I still regularly attended Redtext Cult Gatherings (are those still a thing?) I'd try hop on in the afternoon to early evening. But I've also noticed being blindsided by releases, so perhaps a bit earlier. As such I'd say 16:00 onwards (11:00 or thereabouts for US timezones), but that's real early I think. But DE likes some time to deploy the hotfixes that are inevitably necessary. This is a smaller update, so I don't anticipate it going late.
