Black, Flickering Dots When Outdoor [Image Heavy]

This has been happening for quite a long time now (since around the Alad V Hunt event), but I've recently decided to report this, seemingly not many other people have/reported this problem:

 

Whenever I'm in an outdoor-ish (even when inside, just need the sky box to be present) area. I'm terrible at describing so just look at these screenshots:

*I tried to used commands but keep getting the "extension not allowed" error, so bear with me*

 

- This happens regardless of Multi-threading being on or off 

- The black dots flicker. The amount of dots range from zero to heavy based on my camera angle (the same spot can look clean => blackened when moving or turning my camera)

- They have a tendency to be heavy around objects in the skybox (mountains afar in corpus outpost), floors or walls.

 

My laptop info:

- Brand: Sony Vaio

- Processor: Intel® Core2 Duo CPU P8700 @2.53 GHz 2.53 GHz

- 4 GB RAM

- 64-bit OS

- Graphic: ATI Mobility Radeon HD 4650

i have the same problem, now that i play on my new computer

didn't have it, when i played on 32-bit Win XP

 

computer specs now:

 

Win 7 proffesional 64bit

ATI Radeon HD 4890

8GB Ram

intel Core i5 4670K 3.4GHz

 

maybe a 64bit- or ATI-issue ?
