Cipher Reward Not Granted

I played defense mission (maybe Kiliken?) and the reward was a Cipher. It showed in the mission summary as one of the rewards, but there are none in my inventory. I got ammo boxes this way too, but I'm fairly sure those weren't added to inventory either.
